Legislative Planning & Support
Tools, Strategy & Support for the Work Ahead.

We move together. Not alone.
Collective organizing means we don’t rely on one leader, one lobbyist, or one organization to make change, instead we build power by coming together across differences, geographies, and roles.
Everyone has a part to play: youth, elders, providers, parents, educators, students, and storytellers. Whether you’re testifying at the Capitol or hosting a campaign night at your kitchen table, your contribution matters.
Why This Model Works
Shared Strategy, Local Power: Our statewide coordination allows people in every part of Montana to take action in ways that make sense for their communities — while still moving toward common goals.
More Resilience, Less Burnout: No one person is responsible for “fixing” everything. We support each other, rotate leadership, and rest when needed.
Louder, Together: When many voices speak the same message — from classrooms to clinics to courtrooms — decision-makers have to listen.
Built to Last: This model creates long-term power. We aren’t just reacting to crises — we’re building infrastructure, relationships, and skills that will carry us through the next session, election, or campaign.
What We Mean by Collective Impact
Collective impact doesn’t mean we all do the same thing. It means we work toward shared outcomes with clear communication, mutual support, and coordination.
That looks like:
Shared toolkits, talking points, and policy goals
Regional action teams (like our CATs) supporting on-the-ground needs
A mix of grassroots organizing, direct service, advocacy, and education
Movement wins that benefit everyone, not just those with the most access
This is what makes the Reproductive Justice movement in Montana powerful, resilient, and rooted in community.

Balancing advocacy, education, and legal obligations.
The Collective is fiscally sponsored and funded by registered 501(c)(3) nonprofits, which means we must remain strictly nonpartisan and comply with rules about lobbying and political involvement.
Yet, within those legal boundaries, we engage rigorously in policy advocacy, voter education, and year-round issue-focused organizing, all without endorsing candidates or parties.
Year-Round Advocacy
We engage in civic advocacy year-round — not just during election seasons — by focusing on policy, not candidates. Our work includes bill tracking, nonpartisan public education, community forums, and media campaigns.
What We Do
The Montana Sexual & Reproductive Health Collective provides legislative support and coordination before, during, and after every session. Our goal is to build capacity across the state — not just to react, but to lead.
We offer:
Plain-language bill tracking & policy updates
Messaging templates and testimony prep
Organizing tools for advocates and community members
Coordinated response planning with providers, youth, Indigenous leaders, and legal experts
Why It Matters
By following the rules and staying nonpartisan, we protect our integrity, expand our impact, and help build a sustainable, long-term reproductive justice movement in Montana.
-
Strategy between sessions. Power before policy.
Montana’s legislature meets every other year from January through May — but our movement doesn’t stop when the session ends.
In off-session years, the Collective hosts a Legislative Planning Conference to prepare for the upcoming session well in advance. It’s an event that brings together organizers, providers, youth, Tribal leaders, policy strategists, and community advocates to align on priorities and get ready to act.
What We Do at the Conference:
Map out likely threats and proactive opportunities
Build shared messaging across our member base
Form the Legislative Action Team for the year ahead
Prep tools for public education, testimony, and campaign alignment
Lay the groundwork for clinic defense, RJ policy, and cross-sector collaboration
Why It Matters:
We don’t just react to harmful bills — we organize before they drop. This conference is a space to root ourselves in values, build shared direction, and enter the next session with confidence, clarity, and community.
